Check that your build has the Toolbox and supports your firmware
Read the release notes of the build you use. The unofficial port, for example, lists the exact firmwares it supports and leaves some out.
Read the build's fixes for Toolbox loading
The official release notes describe what etaHEN does when the Toolbox fails to load, such as trying to restart the home menu.
As a check, restart and try a minimal supported setup
Restart the console, jailbreak again and load only etaHEN, with nothing extra.
When to stop
Do not stack HEN builds
Do not load different HEN builds one after another in the same session to force the menu. The unofficial port's notes say to load etaHEN once after a fresh boot, and not over an etaHEN that is already running.
